I am directed by the Secretary of State to

letter of the 5th ultimo, and

in reply I am to hansmit to you for the

Lord Knutsford,

the particulars

information of

which Mr Matthews has received from the Prison Department respecting The only two

officers who have volunteered for the post of 3rd class Turnkey in the Victoria Gaol, Hong Kong, Mether with the opinion of the Governor of the Preson in which they are serving, as to their qualifications.

I am to add that both these officers have been certified by the medical Officer of Wormwood Scrubbs Prison as fit for service in Hong Kong
